Since nobody else ventures a guess, the graphical style reminds me of Armaëth: The Lost Kingdom, but I'm pretty sure that's not it...

The dithering on this screen is probably the worst of the entire game, but then again it's shown only rarely. I hope that's not too much of a hint.

...too hard? Come on guys, this game isn't all that obscure. Though I suspect not many who played this game have ever seen this screenshot.
