Finally have everything up and running. Figured out the issue after beating my head on the wall.

You absolutely cannot run a CF-IDE card as a master with a slave. Its ether by itself on primary/secondary IDE or a slave behind another drive running as a master.

The instructions are very cryptic about this. But the PCB printout is what tipped me off.

Jumper settings are:
Master/Single
Slave

This explains why the system experienced such absolutely bonkers errors such as drives dropping off and lockups formatting issues.

Isolated the drive which somehow managed to install the OS in master/slave configuration.

Copied over win98 to C from the disk and windows repaired the installation. Seems to be rock solid stable now with all drivers installed including Nusb.

TLDR

A bootable primary CF (C:) drive MUST be on ITS OWN IDE CHANNEL.
