In the Sound Blaster Diagnostic utility, My SB16 CT1770 seems to be outputting audio in stereo when testing just the left and right channels, and I can barely hear anything when I select both channels.

If anything, the left channel is being favored.

I tried telling the mixer to balance more toward the right channel, and setting the jumpers to disable the amplifier, but those didn't help.

How might I fix this?

This issue can be caused by bad capacitors, I'm talking about the two large 470uF amplifier caps.

Well, I had the same problem with my CT4170 and like your sound card, changing the jumpers didn't fix the problem. But after changing the two 470uF caps and two smaller ones (I don't remember the capacity) beside them, it was fixed. Post a photo of the sound card.
