Actually, it's on their HD Audio Codec software download page. Not sure if it supports AC97 codecs (and soundcards).

From what I gather it's Realtek's own version of Creative Alchemy, which gives back support for DS3D to games and apps running in Vista. MS dropped legacy support of DS3D in Vista and left it up to sound hardware developers to write such support into their drivers themselves.
