If the sticker on one of the chips is correct, the manufacturer is Soyo.
Thanks! Yep is SOYO, but I'm looking for the specific model.
Can't be that many Soyo socket 3 motherboards that had both PCI and VLB slots.

030E2 is the model. That's the way Soyo marked their boards, black on a yellow sticker. I used to have 019R1, same sticker and pattern.

I personally have seen ~10 Soyo PCI/VLB mobos, none of them was working properly or at all.

Soyo even back in the 90s didn't appear to acknowledge this board's existence. Every VIP board they have a manual for used the SiS 496/497 chipset and a different layout.
They had another VIP board, the SY-030A/B/C. The manual is also available online.
You are right about the 030E. No original scan of the manual obtainable.
