Well, windows 10 S can still run programms written for the win32 api when they are packaged for the windows store with the desktop bridge.

32bit support is optional in windows server core. https://msdn.microsoft.com/en-us/library/windows/desktop/dd371790(v=vs.85).aspx

Other than that, i don't really see a reason to remove 32 bit support in the near future. A lot of software is still 32 bit and for most there is really no reason to move to 64bit.
