IIRC the Diamond Monster 3d II pack includes the retail (2 CDs) version of Heavy Gear.
About "how to" - try nGlide.
I don't have Win7 so can't test. The game works almost ok in WinXpSp3 but IMHO the simulation is too fast sometimes.

Are you sure it was only bundled (offered?) with the Voodoo 2?

Well, the retail version was on 2 CDs and the CD2 have audio tracks... So - this OEM version is different (no CDA?).
But the retail version have the glide API support.

OEM copies are really, really troublesome to get working outside of the cards and drivers it's supposed to be run on.
I suggest you try to get a legit retail copy of Heavy Gear 1 and find the final patch for it.
