Is there any software that monitors graphics card temperature in win98se?

RivaTuner for example.

It doesn't seem like it works well with ATI cards. All I can get out of it is core and memory clockspeed monitoring.
Try SpeedFan 4.50 (Last compatible version with win9x). If the GPU has a tempmonitor it will pick it up.
Also, what model of ati card is it that you have?
Some manufacturers provided utilities for their cards as well.

I have been testing both radeon 9700 pro and radeon x800 pro and it would be nice to know how well their stock coolers are still doing their job.

I don't think either of those cards have built-in sensor, i might be wrong though. Quick google on it does not support that they have sensors, at least not on the 9700 Pro.
X800 - yes, 9700 - no.

Leave the side panel off and use the ole finger test. If the heatasink burns your finger while it isnt under heavy load, ya usually got a problem.
Main pc: Asus ROG 17. R9 5900HX, RTX 3070m, 16gb ddr4 3200, 1tb NVME.
Retro PC: Soyo P4S Dragon, 3gb ddr 266, 120gb Maxtor, Geforce Fx 5950 Ultra, SB Live! 5.1
If heat is not transferring well to the heatsink for some reason, the finger test might not be good enough 😜
