My FIC 486-VIP-IO motherboard that I just got recently seems to be missing something. It has holes labeled RN18, RN19 and RN20 where based on the manual you are suppose to put something to choose which type of cpu you are going to put on the board. Like for example you should insert something in RN19 if you want to install dx4 cpu.

Is there any way to get whatever is missing there or is the motherboard useless because of that?

Its just a jumper/ 0 ohm resistor pack.

From your description and picture I would say jumper pins are missing. Now it may be because the VRM components needed to use different voltage processors is missing as well. 5v vs 3.3v
