im trying to buy a custom cut of this type of material

but i dont know where to start.

it needs to be black, but at the same time a little bit transparent, so any type of display light can be seen on the other side of it..
I know its not glass. could it be acrylic or it is made of something else??

anyone knows?

This is some greenish or greyish tinted plastics, probably acrylic.
Color usually matches the display color, so the fluorescent display itself is invisible.
Just salvage some of it from a deceased apparatus from the e-scrapyard?

I would guess it is polycarbonate (Makrolon / Lexan) since it is used as a front display cover to prevent scratching and fracturing. If you make your own cover, you don't have to necessarily buy it tinted which is more expensive, you can layer a lighting gel behind it to achieve your desired color.

Here's an example of me changing the color of a VFD screen in one of my computers with a lighting gel:
