The only reason I can think off the top of my head why Win95 maybe preferable over Win98 would be compatibility. If a significant number of your games were designed for Win95, then put Win95 and be done with it, should be quite fast on your rig. DirectX versioning may be a factor too between Win95 …

To the OP: I'm not sure if you played CE Doom using a DOSBox session under Win XP, or on a retro PC gaming rig with real DOS... But if it's the former, then like njaydg said, avoid using the Doom95 frontend, and use a Windows-platform Doom sourceport . Or if it's the latter, use a DOS-platform …
