You don't really need any more than 2mb (for the double-buffered 640x480x16 for a couple 97 games). Final Unity used 640x480 only.

In those cases it's more realistic within the time window of a few weeks and they still didn't release before 8.1, 9.0c, etc. on a near-year's worth of pre-api time.

PC9821 has PCX1/2 (NEC PC3DEngine branded PowerVR accelerators) Many arcade machines had Voodoo2s 😀 mainly Midway, and there they can output an otherwise-unused-on-pc 512x256 mode

95 certainly does take less space. Most of 98's bulk is in IE4/IE5+ISPs which can be shed off by 98lite and a 95 shell transplant. While 98SE is technically the better and more compatibile OS, i'm more fond of 95's early art direction and overall design (especially for their Plus! system icons)

The SBLive's FM TSR is known for doing this and it won't be just this game. It's a compromise you'll have to put up with and it's one of the main reasons why I started to anticipate/use Dosbox instead back in the day. These are the pragnent that get babby vogon formed

An older older OLDER version of InnoSetup can produce Win16 installers. Unfortunately the older version's nowhere near as convenient to script as it is now.

Note that accelerated GL engines won't ever be perfect due to how Quake rendered the maps, models, etc. for example many of the original quake maps will have z-fighting in some places in GL whereas it's fine in software. You can't just drop filtering and then call it a day.
