What about Zdoom? Zdoom is full of assembly and optimization and I recall the Windows version of the 2.x branches ran smoothly, until they went to fmod/fmodex and then the sound system became the heavy bottleneck in later versions. There's also Knuckles Chaotix.... which I tracked two tunes from it to .mod once as accurately as I could with the knowledge I knew at the time. It's just Genesis hardware + 32X CPU playing back some form of compressed PCM, not much different than what the SegaCD could do.
