There's no path to upgrade 98 to 98SE. It's not a service pack. There is a neccessity to install Intel's motherboard chipset drivers for those P4 boards on Win98SE however. Neglecting to do so will either have hardlocks or really slow AGP performance when games are played. You can at least try to …

Not a weird limitation when it happened at a time when Valve were integrating communication features when there were enough commonly powerful hardware to no longer need a low resolution in 2003.

Steam Half-Life dropped support for <640 resolutions long ago. Also you're off by one with the resolution (512x383 isn't valid, 512x384 is)

Dune2000 is trying to initialize 640x400 and failing. Westwood's C&C games on windows would usually have a letterboxed 640x480 compatibility option in there for that situation, as not all DirectX display drivers give that mode.
