Most likely that "green mode" is hardwired to IRQ2 - that's why it is occupied and the MPU does not work ... I don't see a jumper option to completely disable it so maybe the solution is indeed another mobo - or use another IRQ for mpu but there is a chance some old game is expecting to find IRQ2 …

Maybe TI built it for IBM? I don't exactly remember, I'll have to take a good pic I guess. What is the chip of an IBM vga? does it have the IBM logo or something?

Then something is hogging IRQ2 , I can see your motherboard is so called "Deep Green / "True" Green" - is there an ACPI option or something? If there is then turn it OFF since ACPI is hard-wired to IRQ2. Else just fiddle with your BIOS settings, see if anything uses IRQ2 and change that or reserve …

I "fixed" an 8bit SB clone (a "Protac International Corp Audio Interface Card" ) after noticing that you can either populate it with clones of YM3812+DAC or the real ICs. So I desoldered the old IC sockets , soldered new suitable for the real ICs and gave it a go - it works perfect. Tested the SB …

This error is related to resource conflict, since IRQ2 is free like you say then it's port 330 - did you check that the AWE32 isn't configured to use it? Run it's setup to verify that AWE32 is using port 300

Have you tried another copy of the game? Maybe this one is corrupted , I can't remember any of these issues and I did spend hours with it back then 😀

*personally* I wouldn't bother with it... it's a meh card all around, a cheap solution for the 90s where we didn't know better and money was an issue. 😀

They all just work without drivers, just pick one that fits better to the machine... maybe also jumper it down to disable parts you won't use as well, so use one you can get that info
