As long as the controller is set to IDE/legacy mode (IOW, not RAID or anything), you shouldn't need any drivers... it'll appear to DOS just like any other IDE controller.

Weird that you have two exact boards with corrupted chips... A little too weird, which is why I asked for clarification on the details... That error can be caused by other hardware problems.

I think Win95 included some sort of driver for it, though I dunno how well it worked... the Mach8 was pretty much obsolete by '94 (or whenever it was that the Mach32 came out), so I wouldn't expect a whole lot of effort went into getting it working on Win95.

My 486 board has one of those, same markings and everything. I prodded at it with a multimeter and have attached a picture of how it seems to be laid out... basically it looks to be five jumpers, side by side. Should be a simple enough thing to reconstruct.

Right, I'll have to check it again, I guess it would be more likely to have a VLB slot? No, only a few really early Pentium boards had VLB slots. The majority of Socket5/7 boards were PCI.

A guy at OCAU got Win95 installed on a 386DX-40 but he did have 64MB of RAM (4x16MB 30 pin modules). It would probably run much better than the 486SX with 4MB seeing as how hungry Windows 9x was for RAM. Yep, 1.6ghz is the practical limit for those chips. Sometimes you might get lucky and find one that'll do 1.7 or 1.8ghz, but even then it's pretty sure to require a significant boost in voltage. If you want 133fsb or more, best to hunt for a 1.2ghz chip.
