I'm sorry to sound like a n00b, but wouldn't it be possible to simply fix a wire between the V_IN and V_OUT, thus bypassing the voltage regulator altogether? The power draw is determined by the CPU, as much as I know, so it wouldn't fry the CPU or anything.

It won't be easy though to find a SCSI drive that's quieter then their IDE versions though, but of course this depends solely on what the TS's personal preference is. If IDE (or a PCI IDE controller) won't work whatsoever, then SCSI seems to be the best way out,
