Can someone try the game using WARP in Windows 8/8.1? Disable your video card in device manager which will enable WARP. This would be an easy way to point to Nvidia\ATI that it's a Driver/video card issue if the game works properly in WARP. (If it still doesn't work right then it would be a WARP …

Just upload to Internet Archive. They seem to have a free pass. That way they cover the legal, storage and bandwidth costs.

I played through the steam release of Bioshock 2 Minerva's Den? (since I refused to use GFWL to download the expansion). Never noticed any issue. Definetly would be a drive issue in that case.

The thing with Boxer is that it's just a frontend\offshoot of DOSBox so the hard work was already done. The DOSBox devs are interested in making DOS games work which is the most important part.
