IIRC XP drivers work on Windows 7 and will allow you to run command prompt full-screen.

Currently the only way you are going to be able to get XP/2003 to run DX11 is by using Windows 8 in a VM using WARP10 (software DX emulation) It's pretty much unusable tho so no point.

Wasteland 2. There have been other since that looked tempting but I don't believe in throwing money away and still don't trust this whole Kickstarter thing.
