"but CPUs these days are fast enough that performance should not be an issue." heh. I'm sure ReactOS intended audience is not for i7+ processors but hell by the time ReactOS is usable the i7 will be ancient so they should be good. (Basing this on DOSBox performance for later DOS era games)
