You want the "Application Compatibility Toolkit" not appcompat.exe ACT v5.0 does work in Windows 2000 but you have to jump through some hoops. I think DFend Reloaded can act as a launcher for games outside of DOSBox. So someone could use NTVDM if they wanted to.
