That black bar is about 80 pixels. Normal 2x scaler in DOSBox would scale that screen from 320x200 to 640x400. Since you captured that screen you know it's not a monitor issue. So it's something to do with the software. Either in dosbox.conf or in video card settings.

Yep, those games are very demanding and your processor is just too slow to handle them (2002 era processors and full blown emulation are not a good mix). You could try dropping down to a lower resolution but you'd be better off waiting until you have a better computer if you want to play those games …

mount c "C:\old games" You can't mount executables. You can only mount folders. Finally DOSBox can only play DOS games so the only C&C you can play is the DOS ver of C&C not C&C 95. Total Annihilation is also a Windows game.
