No, DOSBox will run faster on a newer faster processor than on an older processer. (Assuming that the new processor is faster of course) It's just that DOSBox will not use both cores of your CPU to improve it's speed. It will only use one core. If your using Vista, you have UAC turned on and the game is not in your profile then you'll either need to run DOSBox as administrator or modify the rights on your stunts folder to allow write access. The Read-Only behavior on folders that you noticed is normal.
