Because Mechwarrior 2 was programed for Windows 9x, not Windows 2000+. If you want to run Mechwarrior 2 for Windows on Windows 2000+ then you can do so (you'll need to download a fix for it) but it's not really recommended. Your far better off playing the DOS version
