You can also look for late gen Nforce2 or KT880 based boards, alot of them have the 12v plug, your looking for boards that came out after Athlon 64 though, so alot of them wont have the best overclocking, but they have the P4 Plug

considering how CPU bottlenecked it is, you ideally want a card that uses a sub 10 series driver, so I'd stick to TNT2/GF2/GF3, or a Voodoo because they have really good 3dnow support, avoid ATI as their 3dnow support was always trash

problem is likely that for a Super Socket 7 board you need 4 layers, socket 370 is also 4 layers, and i think socket 462 is 5-6 layers. It's just way more complex, though I wouldn't object to a VIA MVP3 with the 686B, i think ATA100 ect would be nice, or a KT266A based Slot A board, heck maybe an …

well i havn't seen an HD4650 that mentions AGP 4x compliant, they all say only AGP 8x which leads me to assume they require .8 V

the Arcylic can be repaired unless the scratches are deep, what i did on my Switch 810 is hit it with 80 grit, then 240, then 800, then 1000, then 1500, then 2000, then 3000 grit, then hit it with a polishing compound like you'd use on headlights and it looks new

The best you're going to do considering you're limited by AGP and Nvidia is a 6800 GT/Ultra. Personally I wouldn't pay the premium of an Ultra considering a GT is so close in performance. The last few 6800 GTs I saw sell on ebay went for $70-$80 USD. Not sure if that's a price you're willing to pay …
