Definitely a sound-card. Download these Live CDs like Puppy Linux or Ubuntu and boot them. It's a good way to test if the cards work and usually they tell you bit more about the card. I'm happy with IE9. Though on one of my netbooks I use Firefox (single core netbook with Ubuntu). On the dual core netbook (W7) I also have chrome. Khans Academy is really slow on IE. When you use the scratch pad, it lags and you can't write smoothly. This works flawlessly on Firefox and Chrome.

My cheap Acer 18.5 LCD also does higher HZ at lower resolutions. But not for 320 x 200. Here the OSD info menu shows 60 Hz.

It's the other way round. Thunderboard was MediaVisions's Sound Blaster clone. That option should work on pretty much any Sound Blaster compatible card. Hardly any cards are SB16 compatible, most are compatible to the SB Pro.
