PCIe x16 splitter to create two x8 ports?

I have an old motherboard which has a x1 PCIe 1.0a and one x16 PCIe 2.0a slot. I need to split the x16 slot into two half-height x8 slots, preferably with the first x8 slot directly over the x16 slot and the second x8 slot one slot width over. Is there any device which can accomplish this?

It's because it doesn't have support for Cyrix/TI's implementation of A20M#, Address Bit 20 Mask. lol, haven't tried yet. covid has [indirectly] shutdown my hardware activities. But they work great as isa network cards. I figure 100 mbit ISA could be a collector's item soonish. Think I saw a 3Com 10/100 go for almost $200 a few years ago.

I use these EtherExpress Pro/100 ISA cards in about half a dozen systems and haven't had any problem with them. They are much cheaper than the rarer 3Com 100 mbit ISA card.

It is infact the PCI slot which is in the way for the mod, however even if the PCI slot wasn't in the way, it would be pretty difficult to cut a 1.5 mm wide gouge into the side. I've run into that a few times on different systems. I think on some I had to disable CPUID and on another I had to disabled System BIOS Cacheable or Shadow or something. I think there was also some speedsys flag which helped the situation in some rare case.
