Thanks for the comments. I was using the term "fuse" very loosely. A PTC thermistor can sometimes be used in place of a fuse and would have explained this cyclic behavior, however F1's terminals remain shorted throughout the cyclic temperature process. I can also confirm that some (all?) RTC-dependent motherboards will not POST with a dead RTC. If you plug in an RTC backwards, you are putting voltage to the RTC's GND pin and GND to the RTC's voltage pin.
