Another issue I noticed is that if I let the laptop sit idle, the fan turns off. But if I then open a demanding website, like reddit.com, the CPU temp can get up to 86 C and the fan won't kick on. I need to pucker my lips and blow into the fan's heatsink vents for it to start spinning up.

I ran a few more tests. Yes, pressing ESC at fan failure lets the user continue the boot process! However, pressing F1, although it says "Entering Setup", the system will still shutdown before it gets into the BIOS. The order of F1-ESC didn't matter. I just had to check a few pins to determine that relying on JLCPCB's auto-detection and default settings was a poor decision. R1's trimmer pins 2 and 3 aren't connected, neither are D20 and D9. D11 and D19 are OK. I didn't bother to check the other 164 pins.

I managed to get my SiS Rabbit board working with the BL3 hack. I'm not sure exactly what the issue was before, but I suspect some ISA PnP trouble between the SCSI and LAN cards. Luckily, I was able to get it working at 40x2 MHz easily, so as I guess the Daewoo ALi Panda board just doesn't do well …

I'm not convinced that the issues at 3x33 and 2x40 are necessarily voltage related. Even at 2x33 MHz, the system wouldn't always boot up to completion. At 3x25 MHz, it would always boot up.
