If even windows sitting idle in the desktop causes problems you could try removing all the hardware again, reinstall windows and see if it still has problems. I would remove everything but the basics, keyboard, video card, as little RAM as possible and work your way up. Someting on the out could be causing funny side effects, but yeh the psu is a good place to start

Got an old laptop I was thinking about installing Win98 non SE just for something different. For me I like Win95 for Pre Pentium 2 and Win98SE for anything after. SE is the better choice but if its more or a curiosity PC rather then for gaming then why not?

Something is wrong, but it may not be needed anyway. Win9x is pretty bad with DNS (its designed more for wins but even that was pretty average) Are the PC's able to ping each other? you may be able to get away with simply using IP addresses rather then hostnames.

How are you booting to the dos prompt? that's to say is emm386 loaded? Pretty sure it needs to be (I've always used a win98 boot floppy, even with the cab files on the HDD so could be wrong)
