The middle-high tier processors dropped a lot here when the new socket was announced (Ivy 1155) ,got my processor (Sandy Xeon E32130) for half the price it retailed for from a shop clearing them out, still new boxed and sealed.

Agreed it will be expensive, and chances are it wont have a night and day performance increase,those days are gone sadly. Rather get a good motherboard now, and a few months after 1150 is released get upgrade to a higher socket 1155 CPU when the prices hit rock bottom.

Have you considered maybe looking at the local second hand market or posting a wanted advert on amibay? You can probably get a pretty decent little laptop if you go for the used not new option. New in that price range are all basically intel atoms like you mentioned 🙁
