the latest (4.x) will cost you, the 3.x is still available from Apple'S dev corner for free. That should work.

in terminal, when you type libng-config, what's the output? (btw. when you give make error messages it is important to include the command *before* the error and all errors before that - but don't bother now) I fear you borked your system somehow. Current SVN does compile fine for me.

Macports should have provided that. And yes, even configure complains, AFAIK dosbox should compile without png, though...

And btw, dosbox might compile and run without the flags being set. The dynamic core has been fixed on 64bit, quite a bit slower but if you don't need to run something that fast...

And please a terminal output withe commands entered would be more useful than the output of the script.

Hmm, its reporting darwin 10.7, did you play with Lion? And can you use a totally clean source? Best check out SVN again. Did you update xcode? (osx 10.6.7 isn't responsible for this)

I cannot reproduce this at all. I just made sure to run a (pretty) pristine US Windows 3.1 install (not WfW 3.11). Tried with your conf (just reset the [cpu] section and disabled fullscreen) and Quicktime installer for 2.1.2. Installed fine without a problem and reported that it successfully …

Nothing got built? So there should be an error message by make. If there is, post it, if there isn't and it's compiling something, did you look in the src folder? If there is an error, then only perform the steps to ./configure and post the output of configure.
