The best way to solve this on a motherboard is to remove the pin, heat up the reverse side with a soldering iron, then just pull on it with some thin pliers. At least that's what I did with a PC Chips socket 7 mobo of mine, worked well.

What Sound card are You using? You may have to install PNP software for the sound card that lets you change irq, dma, that's assuming it is a PNP card. There is no reason why You shouldn't be able to use com ports, parallel, gameport, sound card, etc all at the same time.

Have You actually tried installing the video card drivers? I've seen glitches before with just the standard Microsoft VGA driver. If the chip was coming off then You would have a totally dead card already. If You can shine a torch into your power supply You may be able to see if any capacitors are …

One method I've come across for blowing up power supplies is an ignorant person switching the voltage from 240v to 110v. Power supplies don't like that. Someone I know of actually did this a few months ago.

I don't think there should be any hardware reason for it to not work properly as an Abit KT7A-Raid has an ISA slot with the same chipset that works. I wonder if there is a ISA.rom missing in the bios or something like that.

According to the schematic Pin 8 of the resistor network goes nowhere at all, not even to dip 1. I wonder if Your motherboard bios is the problem instead of this board.

The kt7-raid uses the 686a southbridge instead of the 686b on yours, 686a only can use a 100mhz fsb. Part of the Bios post routine should show You the PCI or ISA PNP cards and any IRQ being used. Have you tried another PCI slot? There are drivers here http://www.vogonsdrivers.com/index.php?catid=26 I would have thought if the PCI slot didn't work then You would get no video at all.

Page 18 shows You pin 1 of the connector, from there you will have to figure out if the pinout is 678910 12345 or 246810 13579 then You will have to wire it up accordingly at the other end.
