Don't forget GUI acceleration in Windows actually doesn't use much bandwidth over ISA. The parts that aren't accelerated are slow - like bitmaps and video. And then there is also a perception of the term "unusable"... For example ISA ATI Mach64 is just as fast as VLB S3 805 in Windows.

what program do you use to test floppies sector by sector? So you have total security that works 100% I use Checkit. It has floppy diskette test (read and write) among other hardware tests. Paar: I've noticed the same thing when tested different VLB I/O cards. But I didn't have the motivation to do further investigation (jumpers, other motherboard, CF card or adapter...). Even ISA I/O cards can manage up to 2000KB/s transfer speed.

There are also non-Intel chipsets and Super Socket 7 boards - many have great success slowing down even faster K6 cpus. You can use any VGA card as you wish - S3, Matrox, Tseng... all will be slow when you clock down the CPU.

What is your system config? From your last screenshot it can't be seen if you have master hdd installed. Maybe some cable got disconnected.

Large CRT monitor (21"++) and low resolution gives you scan-lines. This is most noticeable on arcade monitors where you have a 25" CRT with low resolution.

It should work with EDO ram - I've upgraded 1MB to 2MB with EDO chips on ISA and VLB 5434 cards. I doubt any accelerator card works on a 286 - except ATI/S3 with integrated 8514A drivers and not their own drivers. Here is more about IBM 8514A and clones: https://en.wikipedia.org/wiki/IBM_8514

Alternatively just read the label on the biggest chip 🤣 Old cards didn't have any heatsinks... For better ID use NSSI instead of SpeedSYS.
