I would use a much earlier driver with Win98. The 56.64 is the first one to officially support the 5500, but you can use 43.45 if you force install the driver and choose the 5200 Ultra. The 45.23 is a popular choice.

That 5600 has one obviously bad capacitor and if it were me, I'd replace all of that same brand on the card ASAP.
