That Aztech card looks a lot like the Aztech Sound Galaxy "Something Something-else" (Washington 16 perhaps? Can't remember) that I had back in the days. It was a somewhat weird card. Yes, I'd agree that the 7600GT is holding it back. Back when I had a single core Athlon 64 3700+, and it ran fine with a 7800GT "Superclocked" from EVGA, so with a Q6600, you certainly have enough cpu horsepower for much more powerful graphics.
