I just got a standard fan and put a 3w 68ohm resistor on the power line on my P5A-B That puts it at about 3600RPM for me, and makes it quiet enough to not sound like a jet engine.

Go with a Confused Socket A, and use a mobile duron. Then you can do setmul and cache disable shenanigans to make it slower.
