Do you have 4.03 on your system? I also suggest an EEPROM programming tool (USB) to program the BIOS chip. Select Intel P28F001BX-T DIP-32 for the chip prior to burning the BIOS onto the chip.

Try extracting the p4hs20.exe file and placing those files onto a diskette, then run install.exe. What did you flash the BIOS with previously?

Yes, you can use phlash to flash the BIOS or an EEPROM programming tool.

I ordered new capacitors on Digikey (10V 1000uF @ 10000 hrs/105C) along with the 16V 10uF SMD capacitors for the Radeon 9600XT and my VooDoo2 card that I've had for 3 years.

Removed two of the 1000uF 10v capacitors off of my Radeon 9600XT card last night. Planning on getting 16V or 25V 1000uF capacitors with a 10000 hr rating for 105C. Same here. The one thing that was a huge downfall was the optical drives and the floppy drive needed the rails in order to install them properly.

Also, where can one simply find a new fan for the heatsink? On my card, it's making a rattling noise, but, it goes away after a couple of seconds. I dusted the cooling fan and the heatsink off as well. Also, would a 16V 1000uF 10000 hr@105C capacitor suffice, or is that overkill?

That's the only issue: Windows won't load at all, except for safe mode with the card. I installed the Catalyst 6.2 drivers supplied by ATi and PhilsComputerLab when it was the basic video driver loaded. The out of range also occurs when it's turning on as well at the POST screen, boot/splash screen, and the desktop.
