Usually you only see that message when it is a Windows executable file that you are trying to run in DOS. The Neuromancer game I remember was released in 1988 by Interplay, years before there were any Windows games. The executable file was Neuro.exe.

Could it be a problem with the copy protection? The screen right before that one is where you are supposed to enter a word from the manual.
