I'm almost sure that 2.8GHz/400CPU will work, but don't bother with Celeron. Even slower P4 CPU will be faster than 128kB Northwood Celeron. They are probably worst Intel CPU.

I'm afraid that this card isn't prepared to flash its bios on board :( None of the Virge cards I have seen were. Fortunately chip itself could be re-programmed. You have to remove EEPROM chip from card and program it in external programmer. By the way - BIOS version 2.01.07 may be better choice …

You can also try to program FLASH/EEPROM using ethernet card with Flashrom program.

Unfortunately programmer you linked is for serial eeproms, so not suitable :( Your eprom is parallel one. If you remove sticker from IC, you will get eprom type (probably UV erasable 64KB device - 27512 or 27c512). Any 64kB pin compatible eeprom or flash will be ok. For example SST27SF512. Probably …

You need 64k B chip not 64k b . Organization should be 64kx8bit = 512kb.
