The only VLB card that I have had, wich makes a nice image without lines on a TFT monitor. Is an S3-805 VLB card. The splashscreen when I turn on the computer, say that the card is a "V7-Mirage Spea/Video7" or something like that.

If there is two wires carrying 5volt, going out of the PSU, then you can hook them up. Just measure it with a multimeter first. Or you can just mod a molex connector. All you need, is to feed that led display 5volt, and were it comes from are not really an issue.
