The part you're looking for is a Zener diode. An integrated voltage regulator would also work, but I'm not sure if they're available for 3.6V. Zeners are designed to breakdown and conduct at a specific design voltage. Therefore, the voltage across a Zener will be no higher than the Zener voltage. …
