I've done that and it works well. I don't know about long-term performance and reliability though.

V3, TR and Voodoo Rush patch work just fine under pure MS-DOS. I've tried this many times. Never tried the Banshee though.

I doubt it matters much which PCI card, out of the ones you listed, you use. I went with the FX 5500 because it's available easily and quite cheap and currently my only PCI card of that calibre. The FX 5500 has 128 bit interface, so that helps with AA and AF I guess. That might be another reason to …

Total blanket statement, but I always find that the "first" and "last" (and there are lots of ways to look at this) command a huge premium. 64 bit interfaces are a real pain on some of these cards. Makes a huge difference indeed.

For me it is Gigabyte GA-5AX rev 5.2. Very fast and stable, perfect overclocking (125MHz FSB with external cache, 135 MHz without... depends on luck of course). Weren't these 22" 1680x1050 screens really popular around that time? My pick would be something around socket AM3+. A Phenom II based CPU, maybe SLI, but likely just a beefy single card.

Split / moved 😀 I love the idea of a Vista machine. A lot of late XP era games got DX10 goodies / upgrades / patches and I remember that dual booting for a while was quite popular.

Opinions differ, but I use 98 for dos/ windows hybrid projects and only consider ME for pure Windows gaming.

I like testing with Wing Commander, Test Drive 3 and the benchmark pack on my website. For Dos mode I also made a easy to use ms-dos mode.
