In this case (GTA) C2D E6300 (2MB L2) scores 23.2 fps. So smaller L2 means no performance penalty here. Unless this game refuses to run with less than 4 threads detected (which is possible but usually can be patched), then sure... C2D will run it and with some OC even defeat PD EE. I didn't really benchmark overclocked 965EE... but I think the gap between D945 and E6600 (both stock) in gaming …

4.8 GHz is nice accomplishment, on the other hand performance will be very poor anyway... pretty much any C2D will crush it. Btw - is it possible to run 16GB DDR3 (4x4GB) on P35 board? I guess it might work.
