It's no different than if you got a VAC ban with a Steam account that has hundreds of dollars of games. It's harsh punishment to stop cheaters.

Live accounts aren't attached to the console, but the console would be banned from participating on any Live account if it was banned. However, sometimes MS will forgive bans in mass waves, allowing consoles banned for cheating to be used on Live again.

Totally unscientific example: a 3 Ghz Conroe (E6850) gets twice the GeekBench score as a 3 Ghz Presler (925) for me. NetBurst got destroyed, and my K8 can only beat NB by 100-200 points or so.

On Core Duo (basically dual Pentium M) systems, 8.0 (not even 8.1U1!) exposes XP for the inefficient pig it is. Even if you don't like the UI, it's hard to deny that Microsoft has made significant performance, security, and stability improvements to the system. Watch here.
