Could be something else as well... such as your security software, DNS server, proxy, etc. Go into Firefox settings and just reset to default to rule out Firefox. Also clear out your cookies and temporary files. What about other browsers at home such as Edge or Chrome? Do they work as expected?

Resistor R43 to the left of the crystal looks suspicious. It has definitely been resoldered. I would check it and the traces connecting to it. There is a blob of solder on top of that resistor as well. Would not surprise me if it is fried.
