The 4xxx's are usually pretty good. The 2xxx/3000 are generally awful, good call avoiding those. Also you can look for the later P3's - the XPS T has an Intel SE440BX board, and the 4100 a D815.

Actually the EA-430D is made by delta, hence the D at the end. Still good. Note that Antec has their PSU's built to cost, so Delta is particularly good in this case as they're known for knowing what to cut 😉

I think some of the early S3's and ATI accelerators were based on the 8514A adapter, and I figure they're more likely to have 286-mode accelerated drivers. Also look for cards that had Windows 2.x accelerated support, sometimes the drivers move up (or the company ported it to Win3.0...)
