Which card is it? Have you tried different drives to rule out a software based issue? Also what resolution does the artifacting go away at? I know you said 1600x1200 is find but what other resolutions are fine too.

Hopefully it wasn't damaged in shipping. Did you try taking the back off and making sure that the neck and tube aren't cracked it damaged. It could also be something as simple as just needing a good cleaning and a full recap to get it back up and running.

That's a great Windows XP system and it's built very well nice job keeping it super clean and neat inside. I'm also a very big lover of socket A systems.

In XP64 I was able to use a game port to USB adapter with my racing wheel/pedal set.

Yeah that's a tv tuner card. Those were huge back in the day with the Sony viao's they sold them as media center PC's and they came with DVR software. We had one of those back then and it worked rather well.
