A Raspi would work fine for this, as would any number of options. FTP would be a versatile choice, but SAMBA (probably even to LANMAN), EtherDFS, NCP over IPX, and many others would be options as well. It all depends on what would be fun and productive for you, I think.

DOS compatibility with CMI 8738 cards is reputed to not be strong. However, it does have a hardware OPL3 implementation which can be used with DOSBox.

Yes, in the late P3 generation, RDRAM was going to be the thing. Intel had two main chipsets -- the i840 which was actually fairly impressive and the "mainstream" i820 which was better off forgotten. Then they came out with the i815 and i865/i875 (for P4) and that little experiment was over.

As for your last point, I'd add that all PCI cards with decent OPL3 implementations and good audio quality are worth looking at for DOS (of which the YMF-PCI family is one of a handful of options), but your best option depends heavily on motherboard compatibility.

HP LP2065 monitors are also pretty good options for true 4x3 IPS displays. Still, inappropriate where you need more options for Vclock.
