MLCC caps are known to fail short from time to time. What does it measure with an ohmmeter?

SDL is the library DOSBox uses to interface with the underlying graphics system in a portable way. SDL1.2->SDL2 was a major transition that changed/broke a lot of stuff. MINGW is just another compiler, a port of the GCC to Windows.

Bottom tier caps like Fuhjyyu or Chhsi don't require much stress to fail. They should be replaced regardless of age, operational history, or storage environment.

C3 chips are very flexible as they can be reclocked in software and they have several cache pools that can be manipulated. This makes them quite good for playing speed sensitive DOS titles on a more modern platform.

Depends on what choices you make. Potentially clear text SMTP and POP3 settings to your relay server with no encryption at all, but definitely make sure the server is well filtered from your internet connection.
