RAID/AHCI shouldn't be used for DOS or Win98. IDE mode is more compatible with legacy interfaces used by older operating systems.

For the same money, I'd try to find a Pentium MMX CPU. It has a bit more top end performance and I've found it to have some advantageous characteristics when manipulating cache and branch prediction units to slow it down.

The Teensy is a very small Atmel AVR board. In combination with the firmware payload Matze made for his converter and a MAX232 style level converter, you'd have a cheap and easy way to prototype your own interface.

For surface, I recommend a certain thing we have here in denmark. I have no idea what it is sold as, brandwise in other countries.
